Housing Register Renewal: What If You Miss the Deadline?

Being on a council housing register does not always mean your application stays active without further action. Some councils require a renewal even when your circumstances have not changed. Missing that request can lead to closure and may affect the waiting time recorded if you apply again.

This guide concerns housing-register applications in England. Renewal arrangements, response periods and reinstatement rules depend on the council’s current allocation scheme. Check your own notice and policy rather than using another council’s deadline.

A renewal is a request to keep the application active

A renewal usually asks you to confirm that you still want housing and that the information held remains accurate. It may arrive through an online account, email or another contact method used by the council. Read the whole message, including any final confirmation step.

Logging in, placing a bid and completing a renewal are not necessarily the same action. Check what the particular system requires. If you reach a screen showing updated details, look for a submit or renewal confirmation rather than assuming that saving a change has completed the process.

Keep your address, email and telephone number up to date through the correct channel. Where you have more than one council account, confirm that you are updating the housing-register record rather than only a council-tax or repairs account.

Check your council’s actual instructions

Waltham Forest’s published guidance requires renewal every 12 months. It says that an application can close if it is not renewed and that waiting time may be lost on a new application. Its instructions also say to complete the form even if nothing has changed.

Coventry’s published Homefinder policy gives applicants 56 days to complete the annual review. It describes exceptional circumstances for reopening, including prolonged hospitalisation, and says a fresh application after closure without exceptional circumstances receives new registration and priority-band dates.

These are examples of local arrangements, not national rules. Coventry’s 56 days does not give an applicant elsewhere an extra eight weeks. Check the policy currently applying to your application, the date of the notice and the deadline it states.

Complete the renewal and retain the confirmation

Set aside time to review the household information before submitting. Confirm who is included, your current address and any details the form asks you to check. Answer accurately. If a change needs supporting evidence, follow the stated upload or submission process and keep a copy.

Save the confirmation screen or message with the date and your reference. If the portal gives a receipt number, record it. A short folder containing the renewal notice, submitted information and acknowledgement is easier to use later than trying to reconstruct events from memory.

If you have submitted but the account still shows a warning, contact the housing-register team and ask whether the renewal is complete. Explain the date and method used. Avoid assuming that an automated receipt proves every required step has been accepted.

If you cannot access the portal

Report the problem as soon as it arises, particularly if the deadline is close. Describe the error, when it happened and the steps you tried. A screenshot can help, provided it does not expose passwords or unnecessary personal information.

Use the council’s published contact details to ask how to complete the renewal another way or obtain assistance. If disability, illness, language needs or difficulty using digital services creates a barrier, explain what support you need. Ask for any agreed alternative or extension to be confirmed.

A useful message identifies the application reference, the renewal deadline and the specific obstacle, then asks for help completing the required step. Keep a record of calls and messages. Reporting a technical fault does not automatically extend the deadline.

If the deadline has already passed

Contact the housing-register team promptly. Ask whether the application is still active, suspended or closed, and request the relevant notice and policy provision. If it has closed, ask about reinstatement and any review route rather than assuming that starting again is the only option.

Explain the reason for missing the request accurately and provide proportionate evidence. If you were in hospital, give the relevant dates. If notices went to an old address despite an earlier update, supply the update acknowledgement. If you completed the renewal, attach the receipt and ask the council to check its records.

Be clear about the outcome sought: reopening the application, confirmation of the recorded dates and an explanation of any effect on bidding or priority. There is no general promise that an application will be reinstated or that all waiting time will be preserved.

Check the decision and any challenge deadline

Ask for written reasons, the applicable review procedure and the deadline for challenging closure. Different decisions can engage different review provisions, so check the allocation scheme and obtain advice if the route is unclear. A complaint about a failed reminder is not a substitute for protecting a review deadline.

Government allocation guidance addresses assistance with applications and fair review procedures. Shelter Legal also explains allocation information and review rights. If further legal action may be needed, seek prompt specialist housing advice; do not wait for a routine complaint to finish before asking about urgent deadlines.

Keep renewal separate from changes in need

Completing a renewal is not necessarily a request for a higher band. If your household or housing needs have changed, check how the council requires those changes to be reported and assessed. You may need to complete both the renewal and a separate change-of-circumstances process.

Equally, a housing-register renewal concerns your allocation application. It does not, by itself, decide a separate homelessness duty or a challenge to temporary-accommodation suitability. Keep correspondence clear about which reference and decision it concerns.

Help with a closed housing-register application

For an assessment, gather the renewal notice, closure decision, relevant scheme, correspondence and proof of any attempted response. H.A. Law Advisory offers appropriate non-reserved housing allocation and review preparation support. We cannot guarantee reinstatement, retained waiting time or an offer. This is general information for England.
